Is AC.10 be considered as reserved as for .05 through .08?

I am fielding through The standard zeros • Documentation • Johnny.Decimal and since both categories and IDs start at 11 as mentioned there, is catgeory/ID number 10 considered as reserved similar to 05, 06, 07, and 08 but implicit since it’s not directly mentioned?

It’s the header for the range .11-.19, if you need it.
