Are we skipping the base number of each area?

I notice on the home page of this site as well as in many other structures, the base number is not used (is skipped).

Example:

10-19 Concepts
11 Core Concepts

If we start at 11 and finish at 19, correct me if I’m wrong but we’re only getting nine folders per ID and not ten.

Is the reason we don’t use the lower end number because if we did a computer would display that above the 10-19 Concepts folder in the hierarchy?

Just curious. This is how the home page index of this site is structured, and examples. I feel like we’d want to use ten folders, 10-19 to correspond with the parent folder 10-19 Concepts, not start at 11.
